He's a stronger champion to pick later in the draft phase once you've seen what champions the other team has locked in, as your strength can be diminished if they pick a lot of bad champions for you to become.
And because he can transform into other champions, that means you'll need to have a decent base of knowledge about, well, every other champion in the game to fully make use of his kit. You won't have time to stop and read abilities in the middle of a fight!
Strengths
He can snowball fights out of control if the enemy team has a lot of good champions for him to transform into, and his slippery nature combined with having access to enemy abilities means he’s going to be a fairly tough target to lock down if he plays his cards correctly. Harrowed Path [E] allows him to approach a target without them realizing it until the last second if he uses the terrain correctly, which means he has a lot of potential for ganks even early in the game.
Weaknesses
If you end up transforming into a weak enemy champion, it’ll leave you wishing you just hadn’t transformed at all. And because he has such a high skill ceiling when it comes to transforming, you need to at least know what other champions do so that you don’t stun lock yourself when you turn into them. And being a carry-oriented champion means that if you do find yourself caught or CCed, then you’ll be fairly quick to die no matter how slippery you are.
Game Plan
Early Game: You have a lot of easy counter ganks thanks to Harrowed Path [E] allowing you to sneak into the action, and having a stun on Spectral Maw [W] means as long as you can get onto an enemy, they’ll have a hard time escaping early.
Mid Game: You’ll want to look for fights as much as possible, though you’ll want to try to look for off angles to approach squishy champions so you can get your reset snowball going.
Late Game: Viego has a lot of power late game, and you should make sure to play for kills for yourself as that’s going to be the best way for you to contribute to the fight. Your utility and tankiness are lacking so you need to get kills to find value.
